Abstract

The article attempts to identify and analyze the British concepts of parliamentarism which were presented by the ideas of John Locke, Edmund Burke, Jeremy Bentham, John Stuart Mill. John Locke is a supporter of a representative system elected by the people and responsible to him, because people always have
supreme power to remove or change the composition of the legislative body. Legislative power is higher, but legislative power is not boundless. J.Bentham's political and legal views in the context of the theory of representation were to create legislative power, which should be carried out by a unicameral parliament elected annually on the basis of universal, equal and secret voting. The essence of institute of parliamentarism a system of state power.
